Special areas of focus include pharmaceutical benefit design, pharmacuetical manufacturing, pharmacy services, Specialty Pharmacy, Outsourcing facilities (503B Entities), health care facility build out/construction/design, and political advocacy.

Allyson Snow, J.D. - Founder

Allyson Snow is a founding partner. Prior to become an attorney and consultant, her career was in healthcare sales and marketing. Clients are offered the value of having an experienced health law attorney who has assisted in running the expansion and day to day operation of a large healthcare business.

Among the professional accomplishments Allyson is most proud include her work in building a national network of pharmacies. Additionally, Allyson is proud of being a small business owner in a firm that she feels offers its clients a unique combination of health law expertise and the real-life business perspective based on the professional experiences of the firm founders.

Mark Boesen, Pharm.D., J.D. - Founder

Mark Boesen is the founder and CEO of HPA Consultants. He is a practicing pharmacist and attorney with over two decades of pharmacy services and public policy experience. He began his career in the office of United States Senator John McCain (Ariz.) and has spent his pharmacy career understanding how to leverage public policy and building a successful health care delivery enterprise.

He is also an attorney at the law offices of Boesen & Snow LLC. Prior to that, he served as an attorney at Quarles & Brady. He was also the Vice President of Regulatory and Government Affairs for Avella Specialty Pharmacies, bridging all of the various departments and team members to successfully implement and manage the organization’s government affairs initiatives. He has also held positions at the American Association of Colleges of Pharmacy, the Maine Association of Substance Abuse Programs, and the American Health Quality Association. His professional background also includes special knowledge and experience with political advocacy, specialty pharmacy operations, quality improvement, patient safety, and managed care services.
